The WhatsApp Cloud API, explained for people who aren't developers

If you've looked into sending WhatsApp messages to a lot of customers, you've probably run into the phrase "WhatsApp Cloud API" and wondered whether it's something you need. Short answer: if you want to message more than a handful of people, or want more than one person on your team to handle replies, yes.
What it is
The Cloud API is Meta's own way for software to send and receive WhatsApp messages on behalf of a business. Meta runs it on their servers, which is where the "cloud" part comes from. Before it existed, businesses had to host the WhatsApp Business API themselves, which was slow to set up and expensive to keep running.
You don't use the Cloud API directly unless you're a developer. You use a tool built on top of it. Notivo is one of those tools. It handles the technical connection and gives you a normal web dashboard for the work you actually care about: contacts, templates, campaigns and replies.
What it lets you do
- Send the same message to thousands of contacts, with each one personalised.
- See whether each message was sent, delivered, read or failed.
- Let several people on your team work from one WhatsApp number.
- Receive customer replies in your dashboard instead of on one person's phone.
- Use message templates that Meta has reviewed, so your messages arrive as trusted business messages.
What it doesn't do
It won't let you message people who haven't agreed to hear from you. Meta requires opt-in, and numbers that ignore that rule get their sending limits cut or lose access. It also won't let you send free-form marketing text to a cold list. The first message to a contact has to be an approved template.
Why not just use WhatsApp Web with an extension?
Plenty of cheap tools automate WhatsApp Web or the regular app. They work until they don't. They break the platform's rules, and WhatsApp bans numbers that use them. When that number is the one your customers already know, a ban costs far more than the tool ever saved you. The Cloud API is the route Meta supports.
What you need to get started
- A Facebook login that can manage your business. You'll use it once, in Meta's sign-up window.
- A phone number you can receive a verification code on.
- A tool like Notivo. In Notivo you click Connect with Meta, then choose or create your WhatsApp Business Account and verify the number. There's no developer account and no access token to copy.
- Contacts who have agreed to receive your messages.
